PRESS STATEMENT BY HONOURABLE ALEXANDER CHITEME, M.P, MINISTER OF NATIONAL DEVELOPMENT PLANNING ON TRANSFORMING LANDSCAPES FOR RESILIENCE AND DEVELOPMENT PROJECT HELD ON 21ST MAY 2019 IN LUSAKA

I WISH TO ACKNOWLEDGE THE PRESENCE OF THE

LADIES AND GENTLEMEN

I WISH TO WELCOME YOU ALL TO THE MINISTRY OF NATIONAL DEVELOPMENT PLANNING FOR THIS MEDIA BRIEFING. THE MINISTRY OF NATIONAL DEVELOPMENT PLANNING HAS A MANDATE OF COORDINATING NATIONAL DEVELOPMENT PLANNING PROCESSES THROUGH FORMULATION OF MEDIUM AND LONG TERM DEVELOPMENT PLANS AND COORDINATING THEIR IMPLEMENTATION. THE MINISTRY FORMULATED THE SEVENTH NATIONAL DEVELOPMENT PLAN WHOSE TOTAL COST IS K173 BILLION. THE FINANCING OF THE SEVENTH NATIONAL DEVELOPMENT PLAN WAS PREMISED ON A MIX OF SOURCES WHICH INCLUDE PUBLIC, PRIVATE, PUBLIC PRIVATE PARTNERSHIP (PPPS) AND FOREIGN FINANCING THROUGH COOPERATING PARTNERS. FROM THESE ENVISAGED SOURCES, 90 PERCENT OF THE FINANCING IS AVAILABLE WHICH IS K155.7 BILLION , IMPLYING THAT THE FINANCING OF THE SEVENTH NATIONAL DEVELOPMENT PLAN HAD A FINANCING GAP OF K17.3 BILLION WHICH ACCOUNTS FOR 10 PERCENT OF THE REQUIRED ESTIMATED TOTAL COST OF IMPLEMENTING THE NATIONAL PLAN.

BEING FULLY COGNIZANT OF THIS FINANCING GAP FOR THE PLAN AMOUNTING TO K17.3 BILLION, MY MINISTRY EMBARKED ON AN AMBITIOUS AND AGGRESSIVE RESOURCE MOBILIZATION STRATEGY LEVERAGING ON CLIMATE FINANCE AVAILABLE AT THE GLOBAL LEVEL TO BRIDGE THE GAP AND ACTUALIZE THE OUTPUTS IN THE PLAN FOR THE BENEFIT OF THE PEOPLE OF ZAMBIA. THE MINISTRY HAS UPTO THIS POINT BEEN ABLE TO MOBILISE THE FOLLOWING RESOURCES:

– USD32.8 MILLION FROM THE WORLD BANK TO IMPLEMENT THE ZAMBIA INTEGRATED FOREST LANDSCAPE PROJECT (ZIFLP) IN EASTERN PROVINCE.

– USD187.8 MILLION WAS SECURED FROM A CONSORTIUM OF PARTNERS THAT INCLUDE THE GREEN CLIMATE FUND, THE AFRICAN DEVELOPMENT BANK (AFDB), THE UNITED NATIONS DEVELOPMENT PROGRAMME (UNDP) AND THE PRIVATE SECTOR TO FINANCE TWO PROJECTS IN THE AGRICULTURE AND ENERGY SECTORS NAMELY; STRENGTHENING CLIMATE RESILIENCE OF AGRICULTURAL LIVELIHOODS IN AGRO-ECOLOGICAL REGIONS I AND II OF ZAMBIA AND THE ZAMBIA RENEWABLE ENERGY FINANCING FRAMEWORK.

– ADDITIONALLY, A PIPELINE OF SIX (6) PROJECTS AMOUNTING TO USD435.58 MILLION WILL SOON BE CONSIDERED BY THE GCF BOARD FOR POSSIBLE FINANCING. WE WILL WORK TO THE BEST OF OUR ABILITY TO ENSURE THAT THESE FUNDS ARE SECURED.

– FURTHERMORE, DUE TO BENEFITS ACCRUING TO THE PEOPLE OF WESTERN, SOUTHERN, CENTRAL AND LUSAKA PROVINCES UNDER THE ZAMBIA STRENGTHENING CLIMATE RESILIENCE PROGRAMME – PILOT PROGRAMME FOR CLIMATE RESILIENCE (PPCR) PROJECT, MY MINISTRY SUCCEEDED IN OBTAINING ADDITIONAL FINANCING AMOUNTING TO USD14.6 MILLION FOR THE EXTENSION OF THE PPCR UP TO 2022.

TODAY, I AM DELIGHTED TO ANNOUNCE THAT FURTHER EFFORTS FOR REDUCING THE FINANCING GAP THROUGH THE CLIMATE FUNDS INITIATIVE HAS SEEN THE ZAMBIAN STRENGTHENING CLIMATE RESILIENCE (PPCR II) PROJECT SECURE ADDITIONAL US$100 MILLION FROM THE WORLD BANK FUNDS TO EXPAND THE COVERAGE TO LUAPULA, MUCHINGA AND NORTHERN PROVINCES. THE EXPANDED PROJECT IS DUBBED TRANSFORMING LANDSCAPES FOR RESILIENCE AND DEVELOPMENT (TRALARD).

THIS PROPOSAL WAS APPROVED AT THE BACKDROP OF THE IMPLEMENTATION OF SIMILAR WORKS BEING PILOTED IN WESTERN, SOUTHERN, CENTRAL AND LUSAKA PROVINCES WHERE WE HAVE SEEN LIVELIHOODS BEING TRANSFORMED, DIVERSIFIED HOUSEHOLD INCOME SOURCES TAKING ROOT, ACCESS TO MARKET BEING ENHANCED, DEVELOPMENT OF ENTREPRENEURIAL SKILLS AND MINDSET ENHANCEMENTS ALSO BEING EFFECTED WHEN IT COMES TO ADAPTING TO CLIMATE CHANGE VARIABILITY. THE PROJECT IN THE SOUTHERN HALF OF THE COUNTRY ARE BEING IMPLEMENTED AT A COST OF USD 100 MILLION THANKS TO THE SUPPORT OF THE WORLD BANK AND AFRICAN DEVELOPMENT BANK.

TRALARD AIMS TO ADDRESS CHALLENGES BEING EXPERIENCED AS A RESULT OF HIGH RATES OF LAND DEGRADATION RESULTING FROM OVER-RELIANCE ON NATURAL RESOURCES. THE PROJECT INTRODUCES A LANDSCAPE APPROACH WHICH IS AN INTEGRATED APPROACH THAT PLACES PEOPLE AT THE CENTER OF CONSERVATION OR MANAGEMENT OF LAND, FOREST AND WATER RESOURCES. THIS APPROACH ENCOMPASSES:
” DIVERSIFICATION OF LIVELIHOODS TO ENSURE INCREASED RESILIENCE AGAINST CLIMATE IMPACTS FACED BY THE REGION;
” INCREASED PRODUCTIVITY AND IMPROVED MARKET ACCESS FOR PRIMARY PRODUCERS IN THE REGION;
” CONSTRUCTION AND REHABILITATION OF INFRASTRUCTURE TO FURTHER STRENGTHEN RESILIENCE OF TARGETED DISTRICTS AND COMMUNITIES;
” IMPROVED CLIMATE INFORMATION AND STRENGTHENED EARLY WARNING SERVICES;
” MANAGEMENT OF COMMUNITY FORESTS AND PROTECTED AREAS TO PREVENT FURTHER LAND DEGRADATION AND PROMOTE SUSTAINABILITY OF THESE AREAS WITH THE HELP OF THE COMMUNITIES THEMSELVES;

THE PUBLIC MAY WISH TO KNOW THAT THE PROJECT WILL COVER THE FOLLOWING AREAS :
LUAPULA PROVINCE: KAWAMBWA, LUNGA, NCHELENGE, SAMFYA, CHIFUNABULI DISTRICTS;
MUCHINGA PROVINCE: CHAMA, LAVUSHIMANDA, MPIKA, MAFINGA, ISOKA, KANCHIBIYA DISTRICTS AND
NORTHERN PROVINCE: CHILUBI, MBALA, MUNGWI, MPULUNGU, NSAMA DISTRICTS

THIS APPROACH IS HOLISTIC, SCALABLE AND PROGRAMMATIC AND IS IN LINE WITH THE 7TH NATIONAL DEVELOPMENT PLAN MOTTO OF “ACCELERATING DEVELOPMENT EFFORTS TOWARDS VISION 2030 WITHOUT LEAVING ANYONE BEHIND”.
IN LINE WITH GOVERNMENT’S DECENTRALIZATION POLICY, THE TRALARD, LIKE THE PPCR, PROJECT WILL BE IMPLEMENTED THROUGH DISTRICT STRUCTURES.

IMPLEMENTATION OF THE PROJECT WILL BE DONE UNDER 4 PROJECT COMPONENTS, NAMELY,
COMPONENT 1 – PROMOTING DIVERSIFIED, RESILIENT, SUSTAINABLE LIVELIHOODS;
COMPONENT 2 – MANAGEMENT OF PROTECTED AREAS;
COMPONENT 3 – PROJECT MANAGEMENT, COORDINATION AND MONITORING
COMPONENT 4 – CONTINGENCY EMERGENCY RESPONSE COMPONENT

IN ORDER FOR US TO SUCCESSFULLY IMPLEMENT THIS PROJECT, I WISH TO TASK MY PERMANENT SECRETARY AND HIS THREE COUNTERPARTS, TO ENSURE THAT THERE IS NO STONE LEFT UNTURNED TO ENSURE THIS PROJECT IS A SUCCESS.
IN ADDITION, I WOULD LIKE TO DIRECT MY PERMANENT SECRETARY TO ENSURE THAT ALL CONDITIONS NECESSARY FOR PROJECT EFFECTIVENESS ARE MET WITHIN 45 DAYS FROM TODAY. WE WILL BE DELIGHTED AS MINISTERS TO RECEIVE PERIODICAL REPORTS ON THE PROGRESS OF THIS MILESTONE AND HELP YOU UNLOCK CHALLENGES WHERE THESE ARE ENCOUNTERED. IN THIS REGARD, I WISH ENCOURAGE MY HONOURABLE COLLEAGUES AND ALL OUR PERMANENT SECRETARIES TO ENSURE THAT THE DELAYS THAT CHARACTERIZE PROJECT IMPLEMENTATION COMMENCEMENT ARE OVERCOME IN THEIR INFANCY. THIS CAN BE ACHIEVED IF WE HAVE REGULAR INTERFACE WITH THE BENEFICIARIES AND PHYSICALLY CHECK ON THE PROGRESS.

DURING THE NEGOTIATIONS FOR THIS PROJECT, WE AGREED WITH THE BANK TO GIVE US A LEEWAY TO RE ALLOCATE FUNDS FROM A NON-PERFORMING DISTRICT TO ANOTHER WITHIN THE NORTHERN REGION OF ZAMBIA TO AVOID FUNDS BEING RECALLED BY THE BANK. IT IS AGAINST THIS BACKGROUND, THAT I WOULD LIKE TO IMPLORE MY PERMANENT SECRETARY NOT HESITATE TO MAKE RECOMMENDATIONS TO MY OFFICE TO REALLOCATE FUNDS TO ANOTHER DISTRICT WHICH WILL HAVE SHOWN CAPACITY AND READINESS TO IMPLEMENT THE PROJECT ACTIVITIES.

WE WILL DO OUR PART TO SECURE MORE RESOURCES AND ENSURE THAT THE PROJECT IS IMPLEMENTED IN ALL DISTRICTS IN THE THREE PROVINCES.

ONCE ALL DISTRICTS ARE COVERED, THE CONCEPT OF LEAVING NO ONE BEHIND IN THE ATTAINMENT OF THE DEVELOPMENT OBJECTIVES OF THE SEVENTH NATIONAL DEVELOPMENT PLAN WOULD HAVE BEEN FULFILLED.
