The Ministry of National Development Planning has successfully completed the National Dissemination of the 7NDP in all the 10 Provinces of the country.
The national dissemination exercise was officially flagged off in Lusaka by Minister of National Development Planning Hon. Lucky Mulusa and Hon. Japhen Mwakalombe, Minister for Lusaka Province on 26th October 2017 and later escalated to all the nine (9) Provinces of the country.
The dissemination process that has been undertaken by the Ministry is key in ensuring successful implementation of the Plan as it enables key stake holders such as District Commissioners, Council Secretaries, and all Provincial and District staff. Others who were part of the dissemination included Non-Governmental Organisations, Civil Society Organisations, Faith Based Organisations, Traditional Leadership and the Private Sector. This was intended to ensure understanding and appreciation of the contents and objectives of the Plan.
The Plan is anchored on the principle of decentralisation hence the importance of the dissemination exercise to all provinces and districts in the country.
The Plan is based on the theme “accelerating development efforts towards the year 2030 without leaving anyone behind.” It is envisaged that the country should be a successful middle-income country by the year 2030 and all subsequent national plans shall contribute to the attainment of this National Goal.
Several local, regional and international bodies have praised Zambia for developing a well articulated document that addresses issues of sectoral integration and development planning in a comprehensive manner.
The organisations and institutions that have supported the plan include the University of Zambia which wrote to the Ministry expressing their appreciation after an analysis of the document. The Southern Africa Development Community (SADC) also expressed their observations that Zambia had included issues of Integration which were lacking in most regional projects.
The United Nations Resident Representative Ms Janet Rogan also noted that the Plan shall be adopted as a model for training other countries on how to approach issues of sectoral integration and how to approach development planning. Further the UNFPA also wrote to thank government for integrating population variables into the plan. The plan will be used across the globe to show case how development planning can be approached in an integrated manner.
Through the dissemination process right from provinces to districts country wide, key implementing Officers such as District Commissioners, Council Secretaries and Technocrats internalised the plan and supporting documents such as Demographic Dividend Report, Monitoring and Evaluation, Integrated Rural Development Operational Strategy and analysis of various key performance areas.
Most Provinces were grateful on the dissemination exercise as it gave them an opportunity to verify the contents of the final document as they were consulted extensively in its development. The dissemination Process also ensured full awareness and understanding of the contents of the Plan for effective ownership and participation for successful implementation.
